How to build a diffusion model using a slope map

Hi I am a newbie to coding and netlogo, and am currently trying to build a diffusion model using slopes. The main idea is that the agents can not move up a slope that is over 6 (on my scale) or over the sea, but can otherwise move anywhere. However when I tried what I thought should work, my agents just spun on the spot.
 

 Would love some help on how to code/find out how to code - a diffusion model where the agents must (eventually) move northwards and not up a slope of 6 +.
 

 I can attach what I thought the code should be if that helps?
